Therefore, choosing the proposed solutions of the alternatives must be very cautious, and this choice should be considered as a message that the competent people want to convey.

The new project must solve the difficult problem, not only create a workplace for departments and administrative agencies, but also present the current problems of the City: conservation of diaries production; preserving urban architecture space; symbol preservation; comply with urban planning regulations on height, setback space; propose model actions for urban conservation, planning and development ...

Preserving special architectural and urban heritage

Concerning the land area for the competition, it is the space of Nguyen Hue road and two architectural works which are the headquarters of the City People's Committee and the block No. 159-161 Ly Tu Trong.
